L'insegnamento è accessibile anche a studentesse e studenti che non abbiano mai affrontato un corso, di carattere storico, giuridico, politologico o economico, attinente agli studi europei. La conoscenza delle tappe fondamentali della storia del processo di integrazione europea può certamente facilitare la/lo studentessa/studente nella sua preparazione, ma non costituisce una condizione essenziale. Il docente, su richiesta della/dello studentessa/studente interessata/o, potrà indicare anche testi brevi per l'approfondimento della storia dell'integrazione europea. The course is also accessible to students who have never attended a course of European Studies of historical, juridical, politological or economical character. The knowledge of the fundamental steps of the history of European integration process can certainly facilitate the student in his/her preparation, but it does not constitute an essential condition. On request of the interested student, the teacher can also suggest short texts to deepen his/her knowledge of the history of European integration. Obiettivi formativi

L'insegnamento, caratterizzante del percorso di Studi europei, inserirà l'analisi dell'integrazione europea nel quadro più ampio dei processi di globalizzazione, focalizzando l'attenzione, in particolare, sulla costruzione dell'identità europea, sulla rappresentanza politica e sociale, sul sistema istituzionale dell'UE.

A partire dalla descrizione della struttura dell'UE, esaminando il ruolo delle sue istituzioni e l'attuazione di specifiche politiche, mira a far comprendere il funzionamento dell'Unione e ad approfondire il tema della rappresentanza politica e del deficit democratico dell'UE. In particolare verranno illustrate le caratteristiche principali del Parlamento europeo, delle elezioni e del nascente sistema dei partiti politici europei. Verrà inoltre esaminato il rapporto delle istituzioni europee con i gruppi di interesse, i movimenti e le organizzazioni della società civile.

L'obiettivo, anche attraverso i lavori di gruppo svolti ai fini delle presentazioni di temi di approfondimento in aula (per chi sceglierà questa opzione), è quello di sviluppare, oltre a competenze teoriche, analitiche e metodologiche, lo spirito d'iniziativa e le relazioni interpersonali, superando le eventuali differenze culturali, la capacità di gestire le situazioni di tensione e di stress interne al gruppo, di porsi obiettivi e di pianificare e gestire il tempo, anche in modo flessibile, di affrontare in maniera collaborativa i problemi, trovandovi una soluzione efficace e concordata.

Competenze queste di grande utilità nei principali contesti professionali in cui la/lo studentessa/studente andrà a inserirsi dopo la laurea: settore pubblico (internazionale, europeo, nazionale, regionale e locale), settore privato (industrie e servizi), quest'ultimo in particolare con una forte proiezione europea e internazionale, privato sociale, cooperazione allo sviluppo, centri studi e think tank.

 

This course, which is specific for European Studies, will include the analysis of European integration in a wider context of the globalisation processes, focusing in particular on building a European identity, on political and social representation, on the EU institutional system.

Starting with a description of the EU structure, examining the role of its institutions and the implementing of specific policies, the course aims to investigate the subject of political representation and the democratic shortcomings of the EU. The course concentrates mainly on the characteristics of the European Parliament, the elections and the budding system of European political parties. The course will investigate also the relationships amongs European institutions, interest and pressure groups, movements and organisations of civil society.

The aim, also through work groups finalised to prepare the presentations of specific topics to the class (for the students who choose this option), is to develop not only theoretical, analytical and methodological skills, but also the spirit of initiative and the interpersonal relationships, overcoming cultural differences, the ability to manage situations of tension and stress within the group, to reach a target, to plan and to manage the work time in a flexible way, to face the problems in a synergistic way, agreeing on an effective and shared solution.

These skills are very useful in the main professional contexts in which the student will work after the degree: the international, European, national, regional and local public sector, the private sector (industries and services), especially with a strong European and international projection, no profit sector, development aid, think tanks etc.

Risultati dell'apprendimento attesi

Al termine dell’insegnamento le studentesse e gli studenti saranno in grado di:

  • identificare gli approcci teorici, gli aspetti istituzionali e politico-sociali del processo di integrazione europea, il funzionamento, più in generale, del sistema dell'Unione europea (conoscenza e capacità di comprensione);
  • confrontare i diversi orientamenti rispetto al processo di integrazione europea, le teorizzazioni relative al sistema istituzionale, collegandole alle singole politiche dell'Unione europea (conoscenza e capacità di comprensione applicate);
  • mostrare capacità di fare riferimento a situazioni concrete, come, ad esempio, fasi di crisi o di approfondimento del processo di integrazione europea (conoscenza e capacità di comprensione applicate);
  • cogliere criticamente le rappresentazioni del processo di integrazione europea, elaborando un discorso autonomo e ricorrendo a un approccio anche interdisciplinare (autonomia di giudizio);
  • dar prova, durante l'esame e la presentazione del tema di approfondimento, di aver impostato bene la propria preparazione, di un'adeguata capacità espressiva e di sintesi, di abilità argomentativa, di gestire correttamente il tempo a disposizione, di avere quindi sviluppato le competenze trasversali citate nella sezione "Obiettivi formativi" (abilità comunicative e di diversa natura).

 

At the end of the course students are expected to

-  refer the theoretical approaches of the institutional, political and social aspects of the European integration process, and more generally, the function of the EU system (knowledge and understanding); 

-  compare the approaches to European integration, the theorisations regarding the institutional system, connecting them to the individual policies of the European Union (applying knowledge and understanding);

-  show ability to refer, where appropriate, to real situations, such as periods of crisis or the development of European integration process (applying knowledge and understanding);

- critically discuss the representation of the European integration process as well as interpret information on the basis of an autonomous judgement, adopting an interdisciplinary approach (making judgements);

- during the exam and the presentations of specific topics to the class, they must  demonstrate that they have a well-organised preparation, adequate expressive capacity,  ability to communicate synthetically, to present and support a topic, and manage the time available during the exam and the presentation of the group work adequately. The student will have acquired the soft skills as mentioned in the section "Obiettivi formativi" (Learning Objectives) (communication and other trasferable skills);

Modalità di insegnamento

Le modalità didattiche prevedono lezioni frontali, con l'utilizzo di slides che saranno rese disponibili su Moodle, alla conclusione di ogni lezione.

Seguiranno le presentazioni svolte dalle studentesse e dagli studenti su argomenti concordati con il docente. Durante l'attività seminariale le studentesse e gli studenti, se lo riterranno, potranno infatti approfondire un tema specifico avvalendosi di materiali individuati in proprio e/o suggeriti. 

Le presentazioni saranno svolte da gruppi tendenzialmente composti da un minimo di 2 a un massimo di 7/8 studenti, con la preparazione di power point. Per la preparazione di tale presentazione, verrà consegnato un documento dettagliato in cui saranno indicati i temi da approfondire e le fonti bibliografiche e documentarie di base. Ogni studentessa/studente avrà circa 15 minuti per presentare il proprio lavoro di ricerca alle colleghe e ai colleghi. Verranno valutati: contenuti della relazione, approfondimento, capacità espositive e di sintesi, coordinamento all’interno del gruppo.

In base alle esigenze didattiche, sono anche previste lezioni con la partecipazione di esperti, per l'approfondimento di specifiche tematiche

L'insegnamento si svolgerà con modalità interattive volte a stimolare il coinvolgimento delle studentesse e degli studenti

Frontal lectures, with the use of slides that will be available at the end of each lesson and can be found on the Moodle Platform.

The students will then make a presentation to the class of a specific topic, as agreed with the professor. In fact, during the seminar activity, students, if they are interested, will be able to explore a specific topic using materials identified on their own and / or suggested. 

The presentations will be carried out by groups composed by a minimum of 2 to a maximum of 7/8 students, with the preparation of power points. Students will be provided with a detailed document useful to prepare the presentation to the class, which will include topics to be studied and basic bibliographic and documentary sources. Each student will have about 15 minutes to present his/her research to fellow-students. The contents of the report and in-depth analysis will be evaluated, but each student will also be required to demonstrate adequate expressive capacity, ability to communicate synthetically, coordination and to manage the time available during the presentation of his/her group work.

According to teaching needs, scheduled lessons with the participation of experts will take place, for the study of specific topics.

The course will be structured so as to stimulate the active involvement of students.

Modalità di verifica dell'apprendimento

La valutazione finale avverrà attraverso la verifica della conoscenza e della comprensione da parte della studentessa e dello studente dei temi trattati e dei libri di testo indicati, differenziati tra studentesse e studenti che effettueranno una presentazione di un tema di approfondimento, avvalendosi di strumenti ppt,  e studentesse e studenti che non faranno questa scelta.

Gli esami sono orali e prevedono una serie di domande, alcune di carattere di più generale, per verificare la conoscenza degli argomenti esaminati, altre, invece, più specifiche e puntali anche per accertare il livello di approfondimento raggiunto dalla studentessa e dallo studente nello studio della materia e la capacità di analisi critica.

Le studentesse e gli studenti avranno la possibilità (non l'obbligo) di portare il programma suddiviso in due parti, in due differenti prove, di cui la prima sarà un esonero nel periodo successivo alla conclusione delle lezioni e la seconda un esame da sostenere durante gli appelli ordinari, entro un anno dalla prima prova. Le parti suddivise sono, schematicamente, le seguenti:

 -     Prima parte: Cenni storici, teorie dell'integrazione europea e istituzioni dell'UE;

-     Seconda parte: Sistema partitico europeo, gruppi parlamentari, poteri regionali e locali, società civile e movimenti.

I risultati dei due esami peseranno per 1/3 ciascuno nella determinazione del voto finale, nel caso la/lo studentessa/studente scelga l'opzione della presentazione, che peserà per il restante 1/3.

Nel caso, invece, la/lo studentessa/studente scelga di non partecipare ai gruppi di lavoro per la presentazione, i risultati delle due prove d'esame peseranno per il 50% ciascuna nella determinazione del voto finale.

Per le studentesse e gli studenti, la partecipazione alle lezioni e al lavoro di gruppo costituisce occasione di auto-valutazione dell'apprendimento, in grado di contribuire al rafforzamento della conoscenza, della comprensione e dell'analisi critica, che la/lo studentessa/studente avrà la possibilità di dimostrare nello svolgimento della prova orale e della presentazione

Le studentesse e gli studenti non saranno obbligati, in ogni caso, a sostenere la prova d'esonero e potranno portare l'intero programma all'esame orale, nelle sessioni ordinarie degli appelli.

The final assessment will take place, during the oral exams, through an evaluation of the knowledge and comprehension acquired by the student with reference to the topics studied and the text books listed. The book list is articulated distinguishing students who will make a presentation of a specific topic to the class, using ppt tools, and students who do not make this choice.

Exams are oral and foresee a series of questions, some of a more general nature, aimed to assess the students' knowledge of the topics studied. Others, on the other hand, will be more specific in order to ascertain the extent to which students have developed and furthered their study of the subject and their ability in critical analysis.

Students will be allowed to take an examination regarding the first part of the course in the period following the end of the lessons. The second examination will be during the ordinary exam sessions. Students have to pass the second exam within a year from the first examination. The two parts are, schematically , the following:

Part 1: Highlights of the history of European integration; Theories of European integration and EU institutions.

Part 2: European party system, parliamentary groups, regional and local powers, civil society, movements.

If student also chooses the option of a presentation of a specific topic to the class, the results of the two exams will each weigh 1/3 of the full mark in determining the final evaluation. The presentation to the class will account for the remaining third.

If student chooses not to make a presentation of a specific topic to the class, the results of the two exams will each weigh 50 % of the full mark in determining the final evaluation.

For students, their involvement in classes and in the working groups represents a chance of learning self-evaluation, contributing to their advance in knowledge, understanding and critical analysis, that students could include in their oral tests and in the presentation of a specific topic to the class.

Students are not obliged, in any case, to take the intermediate examination regarding the first part, and can take the entire programme to the oral exam, during the ordinary exam sessions.

Alle studentesse e agli studenti per la preparazione della presentazione verrà consegnato un documento dettagliato in cui saranno indicati i temi da approfondire e le fonti bibliografiche e documentarie di base

Su richiesta della/del singola/o studentessa/studente, verrà favorito l'approfondimento di aspetti specifici del processo di integrazione europea, con la partecipazione facoltativa a seminari e convegni segnalati dal docente.

Students (divided between students who will make a presentation of a specific topic to the class and students who do not make this choice) will take distinct exams based on different textbook lists.

Insegnamento rivolto anche alle studentesse e agli studenti che abbiano inserito nel loro piano carriera l’insegnamento di Democrazia e rappresentanza nell'UE in anni accademici precedenti

Si invitano le studentesse e gli studenti a registrarsi all'insegnamento su CampusNet e su Moodle, per ricevere eventuali comunicazioni da parte del docente

Durante la prima lezione il docente illustrerà in dettaglio le caratteristiche dell'insegnamento, i temi che saranno affrontati, i testi e le modalità organizzative.

The course will lead to achieve the Communicating European Integration Certificate (http://www.coeur.unito.it/it/content/certificate-comeuint).

The course is also for students who have included the course Democracy and representation in the EU in their study plans in previous academic years.

During the first lesson the professor will illustrate, entering into detail, the characteristics of the course, the subjects that will be dealt with, the textbooks that will be used and the organisational procedures that will be adopted.

Students with special needs are invited to contact the professor during the first weeks of the course.
