Obiettivi formativi
L'insegnamento, nel quadro più generale del corso di laurea, si pone l'obiettivo di sviluppare la capacità di comprendere criticamente il processo di integrazione europea, le ragioni del suo avvio e della sua complessità, la contestualizzazione nel più ampio sistema internazionale, la coesistenza di dinamiche intergovernative e sovranazionali, il ruolo dei principali Stati membri e dei Paesi terzi, oltre che delle forze politiche, sociali e delle istituzioni comunitarie, cogliendo le interdipendenze in un mondo in costante e rapida evoluzione. L'analisi del processo di integrazione europea va inserita, storicamente, in un contesto di trasformazione della statualità, oltre che dell'economia e della società, con l'emergere di nuovi attori internazionali, sovranazionali e transnazionali.
L'obiettivo è quindi quello di mettere le studentesse e gli studenti in grado di conoscere e comprendere, a partire dall'idea d'Europa, i processi storici che hanno portato ai primi tentativi di unificazione europea, i principi teorici che ne sono alla base e i diversi approcci, le linee fondamentali del processo di integrazione europea, le iniziative dei governi, delle forze politiche e sociali, dei movimenti europeisti. Verrà inoltre illustrato lo sviluppo dell'architettura istituzionale dell'UE con cenni anche alle principali politiche. Le studentesse e gli studenti dovranno dimostrare, oltre che una buona conoscenza della materia, di averne compreso, con capacità analitiche, le tendenze di fondo e le linee essenziali.
La finalità è anche di far in modo che le studentesse e gli studenti, oltre a raggiungere una buona conoscenza dei contenuti della materia, sviluppino capacità trasversali, comunicative e di sintesi, abilità argomentativa, interpretando le informazioni con autonomia di giudizio, ricorrendo a un approccio anche interdisciplinare.
In the general context of the degree program, this course aims to develop independent judgement on the process of European integration, the reasons for its launch and its complexity. It considers the contextualization in the wider international system, the coexistence of intergovernmental and supranational dynamics, the role of the main Member States and third countries, as well as the political and social forces and EU institutions, understanding interdependencies in a rapidly evolving world. The analysis of the process of European integration must be incorporated, historically, in a context of transformation of sovereignty, as well as of the economy and society, with the rise of new international, supranational and transnational actors.
Starting from the idea of Europe itself, this course enables students to get to know and understand the historic processes that led to the first attempts to unify Europe; its founding theoretical principles, the various approaches and the fundamental lines in the process for European integration, the initiatives by governments, political and social forces, and the pro-European movements. The development of the EU institutional architecture will also be illustrated with references to the main policies. As well as a good grounding in the subject and with analytical skills, students will have to demonstrate an understanding of its fundamental trends and essential outlines.
The aim is to enable the student to reach a good knowledge of the subject, but also the development of soft skills, the ability to communicate synthetically, to present and support a topic, as well as interpret information on the basis of an autonomous judgement, adopting an interdisciplinary approach.

Risultati dell'apprendimento attesi
Le studentesse e gli studenti dovranno dimostrare di avere acquisito una buona conoscenza e comprensione degli argomenti trattati durante le lezioni ed essere in grado di utilizzare gli strumenti acquisiti, confrontando le varie fasi del processo di integrazione europea e analizzando gli approcci teorici, lo sviluppo delle istituzioni e delle politiche comuni, il ruolo dei vari attori (governi, parlamenti, forze politiche e sociali, movimenti europeisti e singole personalità).
Essi dovranno inoltre dar prova, durante gli esami, di un'adeguata capacità espressiva, di abilità argomentativa e di sintesi, di aver impostato bene la loro preparazione, di gestire correttamente il tempo a disposizione durante la prova d'esame, di interpretare le informazioni con autonomia di giudizio, quindi di avere acquisito le capacità trasversali citate nella sezione "Obiettivi formativi".
The student must have a good knowledge and comprehension of the subjects covered during the lessons and be able to correctly employ the acquired notions, comparing the various stages of the process of European integration and analysing the theoretical approaches, the development of the institutions and of common policies, the role of the various players (governments, parliaments, political and social forces, pro-European movements and individual personalities).
During the exams, the students will be required to demonstrate an adequate expressive capacity, argumentational skills and synthesis; have organised their preparation well, to manage the time available during the exam properly and also demonstrate independent judgment. The student will therefore have acquired the soft skills as mentioned in the section Learning objectives ( "Obiettivi formativi").

Il programma sarà articolato in tre parti:
1° parte: L'idea d'Europa e l'epoca delle guerre mondiali (1914-1945); le riflessioni nel primo dopoguerra di Luigi Einaudi; Coudenhove-Kalergi, la Paneuropa e altre iniziative europeistiche tra le due guerre; il Piano Briand; il fascismo, il nazionalsocialismo e l'idea d'Europa; il federalismo anglosassone: Clarence Streit, Union Now e Federal Union; il progetto di unione franco-britannica del 1940; Idea d'Europa nella Resistenza in Francia, Germania e Italia; il Manifesto di Ventotene.
2° parte: L'avvio dell'integrazione economica e il fallimento del tentativo di unificazione militare e politica: sistema bipolare e guerra fredda; Patto di Bruxelles, OECE e Consiglio d'Europa; Comunità europea del carbone e dell'acciaio; progetti di Comunità europea di difesa e di Comunità politica europea; Unione europea occidentale; l'integrazione economica europea dalla Conferenza di Messina all'unione doganale (1955-1968): i Trattati di Roma (CEE ed Euratom), l'unione doganale e la Politica agricola comune; De Gaulle e l'integrazione europea; l'adesione del Regno Unito, della Danimarca e dell'Irlanda; il Piano Werner e il Sistema monetario europeo (SME); la prima elezione diretta del Parlamento europeo; l'adesione di Grecia, Spagna e Portogallo; il progetto di Trattato di Unione europea del Parlamento europeo.
3° parte: L'Atto Unico Europeo; le due conferenze intergovernative sull'Unione economica e monetaria e sull'Unione politica, il Trattato di Maastricht, il percorso dell'Unione monetaria, la nascita della Politica estera e di sicurezza comune (PESC) e della Politica europea di sicurezza e di difesa (PESD, ora Politica di sicurezza e di difesa comune PSDC); Schengen; i Trattati di Amsterdam e di Nizza; l'allargamento a Svezia, Finlandia e Austria e, in seguito, ai Paesi dell'Europa centro-orientale, a Malta e Cipro; la Convenzione europea e il Trattato costituzionale; il Trattato di Lisbona; l'Euroscetticismo; la Brexit.
The program will be divided into three parts:

Modalità di insegnamento
Le modalità didattiche prevedono lezioni frontali in aula, con l'utilizzo di slides che saranno rese disponibili su Moodle, alla conclusione di ogni lezione.
Nel corso delle lezioni, è favorita l'interazione in termini di interventi, osservazioni, spunti di riflessione e interessi di approfondimento.
In particolare per la terza parte dell'insegnamento, sono previste lezioni di approfondimento di specifiche tematiche, con la partecipazione anche di esperti.
La frequenza, pur non obbligatoria, è vivamente consigliata, in quanto le studentesse e gli studenti frequentanti hanno la possibilità di assimilare e approfondire la materia con gradualità.
Frontal lectures in the classroom, with the use of slides that will be available at the end of each lesson and can be found on the Moodle Platform.
The students are encouraged to interact during the on-line lessons, in terms of speeches, observations and points of interest for further consideration and exploration.
In particular for the third part of the course, there will also be lectures on specific subjects, with the participation of experts.
The attendance, although not compulsory, is strongly recommended, because attending students have the opportunity to assimilate and to study the topics more deeply.

Modalità di verifica dell'apprendimento
La verifica dell'apprendimento consiste in:
- un esonero intermedio sulle prime due parti del programma (prova che si svolgerà una volta terminata la seconda parte del programma). Le iscrizioni all'esonero saranno aperte una settimana prima, circa, della data fissata per il test. L'esonero prevede una serie di domande a scelta multipla, vero/falso, a completamento e alcune domande aperte. Le domande sono diversamente ponderate e il voto finale è espresso in trentesimi
- per le studentesse e gli studenti che superino la prova d'esonero intermedio, è poi previsto un esame orale finale, da tenersi nelle sessioni ordinarie degli appelli, solo sulla terza parte del programma dell'insegnamento
Ciascuna prova (esonero ed esame orale) verrà valutata in trentesimi e il voto finale sarà dato dalla media dei due risultati (i risultati delle due prove d'esame peseranno, quindi, per il 50% ciascuna nella determinazione del voto finale). Per superare l'esame occorre che entrambe le prove siano sufficienti (18/30).
Le studentesse e gli studenti che non superino la prova d'esonero dovranno portare l'intero programma all'esame orale, nelle sessioni ordinarie degli appelli.
Le studentesse e gli studenti non saranno obbligati, in ogni caso, a sostenere la prova d'esonero e potranno portare l'intero programma all'esame orale, nelle sessioni ordinarie degli appelli.
L'esame orale prevede una serie di domande, alcune di carattere di più generale rispetto agli argomenti esaminati, altre, invece, più specifiche e puntali anche per accertare il livello di approfondimento raggiunto dalla studentessa e dallo studente nello studio della materia.
Le studentesse e gli studenti, nel corso dell'esame, dovranno dimostrare, oltre che la conoscenza della materia e la comprensione degli aspetti istituzionali e dei fenomeni politici, economici e sociali sottesi al processo di integrazione europea, capacità di ragionamento critico e di organizzare discorsivamente la conoscenza, abilità argomentativa e di sintesi. Essi dovranno poi dar prova di un'adeguata capacità espressiva.
The final exam consists of:
- an intermediate written test on the first and second parts of the program (the test will take place once the second part of the program has been completed). Registration for the test will be open one week, approximately, before the date scheduled for the test. The test includes a series of multiple-choice questions, true / false questions, to be completed and some open questions. The questions are differently weighted and the final grade is expressed in thirtieths.
- students who pass the intermediate written test have to take a final oral exam, concerning only the third part of the course program, scheduled during the ordinary exam sessions.
Each test (written and oral exam) will be evaluated in thirtieths and the final grade will be given on the average of the two results (the results of the two exams will each weigh 50% of the full mark in determining the final evaluation). To pass the assessment, both tests (intermediate written test and oral exam) must be sufficient (18/30).
Students who do not pass the intermediate written test, must prepare to be tested on the entire program at the oral exam, during the ordinary exam sessions.
Students are not obliged, in any case, to take the intermediate written test, and can take the entire programme to the oral exam, during the ordinary exam sessions.
The oral exam foresees a series of questions, some of a more general nature, aimed at assessing students' knowledge of the topics studied. Others, on the other hand, will be more specific in order to ascertain the extent to which students have developed and furthered their study of the subject.
During the exam, students will have to demonstrate, not only their knowledge of the subject and comprehension of the institutional issues and the political, economic and social aspects of the European integration process, critical thinking skills and the ability to organise and present their knowledge clearly, but also an ability to express themselves coherently and eloquently, offering clear and concise argumentations.

Su richiesta della singola studentessa o del singolo studente, verrà favorito l'approfondimento di aspetti specifici del processo di integrazione europea, con la partecipazione facoltativa a seminari e convegni segnalati dal docente.
On request (by the individual student), specific aspects of the European integration process will be explored further through optional participation in seminars and conferences identified by the professor.
