Obiettivi formativi

The aim of the course is to introduce students to the security dimension of China's rise. While much of the public debate on China and security revolves around Beijing's expanding military capabilities, the security dimension of China's rise is in fact a more complex and multi-faceted phenomenon: it involves both China's domestic politics and its foreign policy, and is closely intertwined to other dimensions of China's rise (diplomacy, foreign trade, soft power etc.). By focusing on the security dimension, the course will then address a set of issues that are crucial for China's rise and its implications for the rest of the world. This will help students to familiarize with a key factor in contemporary international politics, thus contributing to the wider goals of the Master's programme in International Sciences.

Obiettivo dell'insegnamento è introdurre gli studenti alla sicurezza come dimensione cruciale dell'ascesa cinese. Se larga parte del dibattito pubblico su Cina e sicurezza verte principalmente sulle crescenti capacità militari di Pechino, la dimensione della sicurezza è in realtà un fenomeno molto più complesso e articolato, che investe sia la politica interna del paese sia la sua proiezione esterna, in un costante intreccio con altre dimensioni dell'ascesa cinese (diplomazia, commercio estero, soft power ecc.). Soffermandosi su questa specifica dimensione, l'insegnamento intende quindi proporre una chiave di lettura originale per comprendere l'ascesa della Cina e le sue implicazioni per la politica internazionale attuale, con ciò contribuendo agli obiettivi formativi del Corso di Laurea magistrale in Scienze internazionali.

By the end of the course students will have:

- acquired the basic analytical tools for the study of China's security (theories of civil-military relations, military doctrine, use of force etc.);

- gained a clear understanding of how security institutions evolved in China over the past century and how this is inextricably linked to the political history of the country;

- become aware that security is an integral dimension of China's rise with far-reaching implications for the country's political stability, its economic development, and foreign policy behaviour;

- further refined transferable skills (related to the analysis of complex texts, their critical presentation and discussion in English) that will be useful in their future professional career.

Alla fine dell'insegnamento gli studenti avranno:

- acquisito i principali strumenti analitici per lo studio della dimensione della sicurezza applicata al caso cinese (teorie delle relazioni civili-militari, teorie delle dottrine militari e dell'impiego della forza armata);

- raggiunto una piena comprensione del processo di evoluzione delle istituzioni della sicurezza in Cina nel Ventesimo secolo e dello stretto legame esistente fra tale processo e la storia politica del paese;

- sviluppato un'adeguata consapevolezza della centralità che la dimensione della sicurezza riveste nel processo dell'ascesa cinese, alla luce delle sue implicazioni per la stabilità politica, lo sviluppo economico e la politica estera del paese;

- perfezionato ulteriormente competenze trasversali (relative in particolare all'analisi di testi complessi e alla loro presentazione e discussione in chiave critica in lingua inglese) che saranno utili nella futura carriera professionale.

For each of the three units, lectures will be followed by a final discussion, with groups of students presenting assigned readings.

The course will be taught in English.

Per ciascuno dei tre moduli le lezioni frontali saranno seguite da una discussione finale, con la presentazione da parte degli studenti di letture e materiali assegnati durante l'insegnamento.

Modalità di verifica dell'apprendimento

For students who regularly attend classes, the final evaluation will be based on (1) their active participation throughout the course and the presentation of assigned readings (40 percent of the final mark) and (2) a written exam at the end of the course (60 percent of the final mark). The written exam will consist of one question on the topics covered in the lectures. The evaluation will be based on the student's capacity to present the topic in a clear and consistent way drawing both on lecture notes and assigned readings, while at the same time expressing his/her critical point of view.

Students who will not regularly attend classes will take a written exam consisting of two questions, one for each of the two books indicated below. Per gli studenti frequentanti la verifica dell'apprendimento terrà conto sia dell'attiva partecipazione in classe e delle presentazioni (40 per cento del voto finale), sia di un esame scritto da sostenere alla fine dell'insegnamento (60 per cento del voto finale). L'esame scritto prevede una domanda su argomenti affrontati durante l'insegnamento. La valutazione sarà basata sulla capacità dello studente di rispondere alla domanda in modo chiaro e coerente, basandosi sugli appunti delle lezioni e sul materiale assegnato, dimostrando al tempo stesso senso critico.

Per gli studenti non frequentanti la verifica dell'apprendimento verrà effettuata mediante un esame scritto che prevede due domande, una per ciascuno dei due libri indicati di seguito. La valutazione sarà basata sulla capacità dello studente di rispondere alle due domande in modo chiaro e coerente, dimostrando al tempo stesso senso critico.

Programma

The course is composed of three units that investigate on the security dimension of China's rise in its domestic and external implications.

The first unit will focus on civil-military relations in contemporary China. We will analyse how the Soviet model of Party-Army relations was introduced in China in the early 1920s by the Nationalists and was subsequently adopted by the Communists. We will then discuss how Party-Army relations have evolved throughout the history of the People's Republic of China (PRC), with a focus on the two apparently contradictory goals of professionalism and politicization. The last part of this unit will examine the role that the military plays in Chinese politics today and its impact on the foreign policy decision-making process.

The second unit will turn to the doctrine and organization of China's military, the People's Liberation Army (PLA). Starting with a discussion of Mao Zedong's contribution to the formation of the PLA's military doctrine, we will analyse the basic doctrinal concepts of "People's War" and "Active Defence". We will then turn to more recent doctrinal developments, with a discussion of the current military doctrine of the PLA. This unit will conclude with an overview of the PLA's internal organization and the military reforms that are currently under implementation.

The third unit will focus on the role of military force in China's foreign policy behaviour. It will start by analysing China's resort to force in territorial disputes based on evidence from PRC history. We will then focus on maritime disputes in the East and South China Sea, with an analysis of recent developments involving China, other claimant states, and third states. Finally, this unit will analyse the role that military force plays in China's foreign policy beyond East Asia, with a focus on Beijing's growing contribution to peacekeeping, its participation in anti-piracy operations in the Gulf of Aden, and PLA involvement in other forms of military cooperation.

L'insegnamento si compone di tre moduli che esaminano la dimensione della sicurezza nel processo di ascesa della Cina guardando sia alle implicazioni interne sia a quelle internazionali.

Il primo modulo si concentrerà sulle relazioni civili-militari nella Cina contemporanea. Vedremo anzitutto come il modello dell'Esercito di Partito sia stato introdotto in Cina nei primi anni Venti del secolo scorso dai nazionalisti e come esso sia stato successivamente mutuato dai comunisti. Passeremo poi a esaminare l'evoluzione delle relazioni Partito-Esercito nella storia della Repubblica popolare cinese (Rpc), con particolare attenzione per i due obiettivi solo apparentemente contraddittori di professionismo e politicizzazione delle Forze armate. L'ultima parte del modulo si soffermerà quindi sul ruolo che le Forze armate giocano nella politica interna della Cina di oggi e sulle implicazioni per il processo decisionale di politica estera.

Il secondo modulo sarà dedicato alla dottrina e all'organizzazione delle Forze armate cinesi, l'Esercito popolare di liberazione (Epl). Partendo da una discussione del contributo di Mao alla formazione della dottrina militare dell'Epl, esamineremo i concetti dottrinali di "guerra di popolo" e "difesa attiva". Passeremo poi agli sviluppi dottrinali più recenti, con un'analisi della dottrina militare attuale dell'Epl. Il modulo si concluderà con l'esame dell'organizzazione interna dell'Epl e una discussione delle riforme attualmente in fase di attuazione.

Il terzo modulo si concentrerà sull'impiego della forza armata nella politica estera della Cina. Partiremo dal ricorso alla forza nell'ambito delle controversie territoriali, esaminando l'evidenza empirica offerta dalla storia della Rpc. Passeremo quindi a esaminare più specificamente le controversie marittime nel Mar cinese orientale e meridionale, analizzando in particolare gli sviluppi recenti che coinvolgono la Cina, altri paesi dell'Asia orientale e Stati terzi. Il modulo si concluderà infine con l'analisi del ruolo che la forza armata gioca nella politica estera della Cina al di là dell'Asia orientale, con particolare riferimento alla partecipazione di Pechino alle missioni di peacekeeping, alle operazioni anti-pirateria nel Golfo di Aden e ad altre forme di cooperazione militare.
