Prerequisiti

Il corso è accessibile anche a studenti che non abbiano mai affrontato un corso, di carattere storico, giuridico, politologico o economico, attinente agli studi europei. La conoscenza delle tappe fondamentali della storia del processo di integrazione europea può certamente facilitare lo studente nella sua preparazione, ma non costituisce una condizione essenziale. Il docente, su richiesta dello studente interessato, potrà indicare anche testi brevi per l’approfondimento della storia dell’integrazione europea. Si segnalano, ad esempio, i seguenti volumi:

Umberto Morelli, Storia dell'integrazione europea, Milano, Guerini e Associati, 2011.

Nelle prime lezioni del corso, in ogni caso, saranno illustrati gli elementi basilari della storia del processo di integrazione europea.

The course is also accessible to students who have never attended a course of European Studies of historical, juridical, politological or economical character. The knowledge of the fundamental steps of the history of European integration process can certainly facilitate the student in his/her preparation, but it does not constitute an essential condition. On request of the interested student, the teacher can also suggest short texts to deepen his/her knowledge of the history of European integration. The following books could be suggested, for example :

Umberto Morelli, Storia dell'integrazione europea, Milano, Guerini e Associati, 2011.

In any case, during the first lessons of the course, the basic elements of the history of European integration process will be presented.

Obiettivi formativi

Il corso, caratterizzante del percorso di Studi europei, a partire dalla descrizione della struttura dell'UE, esaminando il ruolo delle sue istituzioni e l'attuazione di specifiche politiche, mira a far comprendere il funzionamento dell’Unione e ad approfondire il tema della rappresentanza politica e del deficit democratico dell'UE. In particolare verranno illustrate le caratteristiche principali del Parlamento europeo, delle elezioni e del nascente sistema dei partiti politici europei, dei gruppi di interesse, dei movimenti e delle organizzazioni della società civile nello svolgersi della politica europea. L’obiettivo è quello di far raggiungere allo studente, oltre che una buona conoscenza dei contenuti della materia (in termini di teorie, istituzioni, concetti, procedure), la capacità di comprendere le tendenze di fondo, le linee essenziali e il nesso intercorrente tra i processi di globalizzazione, di cooperazione intergovernativa, di integrazione sovranazionale e la trasformazione della statualità in Europa.

La finalità è anche di far in modo che lo studente sviluppi capacità trasversali, comunicative e di sintesi, abilità argomentativa, interpretando le informazioni con autonomia di giudizio, ricorrendo a un approccio anche interdisciplinare.

L’obiettivo, anche attraverso i lavori di gruppo svolti ai fini delle presentazioni di temi di approfondimento in aula (per chi sceglierà questa opzione), è quello di sviluppare lo spirito d’iniziativa, le relazioni interpersonali, superando le eventuali differenze culturali, la capacità di gestire le situazioni di tensione e di stress interne al gruppo, di porsi obiettivi e di pianificare e gestire il tempo, anche in modo flessibile, di affrontare in maniera collaborativa i problemi, trovandovi una soluzione efficace e concordata.

This course, which is specific for European Studies, will start with a description of the EU structure, examining the role of its institutions and the implementing of specific policies, the aims to investigate the subject of political representation and the democratic shortcomings of the EU. The course concentrates mainly on the characteristics of the European Parliament, the elections and the budding system of European political parties, interest and pressure groups, movements and organisations of civil society in the unfolding European politics. The aim is to enable the student to reach a good knowledge of the subject (theories, institutions, concepts, procedures) and also understand the fundamental trends, the essential outlines and the common threads linking the processes of globalisation, intergovernmental cooperation, supranational integration and the transformation of the idea of Nation State in Europe. The aim is also the development of soft skills, the ability to communicate synthetically, to present and support a topic, as well as interpret information on the basis of an autonomous judgement, also adopting an interdisciplinary approach.

The aim, also through work groups finalised to prepare the presentations of specific topics to the class (for the students who choose this option), is to develop the spirit of initiative, the interpersonal relationships, overcoming cultural differences, the ability to manage situations of tension and stress within the group, to reach a target, to plan and to manage the work time in a flexible way, to face the problems in a synergistic way, agreeing on an effective and shared solution.

Risultati dell'apprendimento attesi

Lo studente dovrà dimostrare di avere acquisito una buona conoscenza e comprensione degli argomenti trattati durante il corso, degli approcci teorici, degli aspetti istituzionali e politico-sociali del processo di integrazione europea, del funzionamento, più in generale, del sistema dell’Unione europea, mostrando anche capacità di fare riferimento a eventuali situazioni concrete, come, ad esempio, fasi di crisi o di approfondimento del processo di integrazione europea.

Egli dovrà quindi dimostrare la competenza di utilizzare, con un approccio critico ai problemi, gli strumenti acquisiti, collegando e confrontando i diversi orientamenti rispetto al processo di integrazione europea, le teorizzazioni relative al sistema istituzionale, alle tipologie degli attori e alle singole politiche dell'Unione europea.

Egli dovrà inoltre dar prova , durante l’esame e la presentazione del tema di approfondimento in aula, di un’adeguata capacità espressiva, di abilità argomentativa e di sintesi, di aver impostato bene la propria preparazione, di gestire correttamente il tempo a disposizione durante le prove d’esame e nel presentare il proprio lavoro di gruppo in aula, di interpretare le informazioni con autonomia di giudizio, quindi di avere acquisito le capacità trasversali citate nella sezione “Obiettivi formativi”.

 

The student must demonstrate a good comprehension of the topics covered during the course, of the theoretical approaches, of the institutional, political and social aspects of the European integration process, and more generally, the function of the EU system. Furthermore, students must show ability to refer, where appropriate, to real situations, such as periods of crisis or the development of the European integration process.

He/she will also be required to employ the knowledge acquired with a critical approach to the problems, connecting and comparing the approaches to European integration, the theorisations regarding the institutional system, the types of players and the individual policies of the European Union.

During the exam and the presentations of specific topics to the class, the student will be required to demonstrate adequate expressive capacity, argumentation skills and synthesis, have organised their preparation well, to manage the time available during the exam properly and the presentation of his group work, he has also to demonstrate independent judgment. The student will have acquired the soft skills as mentioned in the section "Obiettivi formativi" (Educational aims)

Modalità di insegnamento

Le modalità didattiche prevedono lezioni frontali, con l’utilizzo di slides che saranno rese disponibili, alla conclusione di ogni lezione, nella pagina del corso, sezione del materiale didattico, nel sito web del Dipartimento di Culture, Politica e Società. Seguiranno le presentazioni eventualmente svolte dagli studenti in aula su argomenti concordati con il docente. Durante l'attività seminariale gli studenti frequentanti, se lo riterranno, potranno infatti approfondire un tema specifico avvalendosi di materiali individuati in proprio e/o suggeriti. A tal fine verranno fornite agli studenti anche le conoscenze necessarie per accedere alle fonti bibliografiche e documentarie.

In base alle esigenze didattiche, sono anche previste lezioni con la partecipazione di esperti, per l’approfondimento di specifiche tematiche trattate durante il corso.

La frequenza, pur non obbligatoria, è vivamente consigliata, in quanto gli studenti frequentanti hanno la possibilità di assimilare e approfondire la materia con gradualità.

 

Frontal lectures, with the use of slides that will be available at the end of each lesson and can be found on the website of  the Department of Cultures, Politics and Society, clicking on the webpage, section teaching material (Materiale didattico). The attending-students will then make a presentation to the class of a specific topic, in agreement with the professor. In fact, during the seminar activity, attending students , if they are interested, will be able to explore a specific topic using materials identified on their own and / or suggested. In order to do this, students will be provided with the necessary knowledge to access bibliographic and documentary sources.

According to teaching needs, scheduled lessons with the participation of experts will take place, for the study of specific topics covered during the course.

The attendance, although not compulsory, is strongly recommended, because attending students have the opportunity to assimilate and to study the topics more deeply.

Modalità di verifica dell'apprendimento

La valutazione finale avverrà attraverso la verifica della conoscenza e della comprensione da parte dello studente dei temi trattati e dei libri di testo indicati, differenziati tra studenti frequentanti (distinti, a loro volta, tra studenti che effettueranno una presentazione di un tema di approfondimento in aula, avvalendosi di strumenti ppt,  e studenti che non faranno questa scelta) e non frequentanti in considerazione della necessità, per questi ultimi, di approfondire lo studio sui testi ai fini della preparazione all’esame.

Gli esami sono orali e prevedono una serie di domande, alcune di carattere di più generale, per verificare la conoscenza degli argomenti esaminati, altre, invece, più specifiche e puntali anche per accertare il livello di approfondimento raggiunto dallo studente nello studio della materia e la capacità di analisi critica.

Gli studenti frequentanti avranno la possibilità (non l’obbligo) di portare il programma suddiviso in due parti, in due differenti prove, di cui la prima sarà un esonero nel periodo successivo alla conclusione del corso e la seconda un esame da sostenere durante gli appelli ordinari, entro un anno dalla prima prova. Le parti suddivise sono, schematicamente, le seguenti:

–     Prima parte: Cenni storici, teorie dell’integrazione europea e istituzioni dell’UE;

–     Seconda parte: Sistema partitico europeo, gruppi parlamentari, gruppi di interesse, lobbismo, società civile, poteri regionali e locali, movimenti.

I risultati dei due esami peseranno per 1/3 ciascuno nella determinazione del voto finale, nel caso lo studente frequentante scelga l’opzione della presentazione in aula, che peserà per il restante 1/3.

Nel caso, invece, lo studente frequentante scelga di non portare la presentazione in aula, i risultati delle due prove d’esame peseranno per il 50% ciascuna nella determinazione del voto finale.

Gli studenti non frequentati (e quelli frequentanti che decidessero di optare per questa soluzione) porteranno il programma indicato, tutto assieme, durante uno degli appelli d’esame ordinari.

International and Erasmus students wishing to take the exam (not the presentation of a specific topic to the class) in English or French can do so (please contact me via e-mail before the exam).

 

The final assessment will take place, during the oral exams, through an evaluation of the knowledge and comprehension acquired by the student with reference to the topics studied and the text books listed. The book list is articulated distinguishing between attending students (divided between students who will make a presentation of a specific topic to the class, using ppt tools, and students who do not make this choice) and non-attending students, in view of the latter's need to further their study of the texts in order to be fully prepared for the exam.

Exams are oral and foresee a series of questions, some of a more general nature, aimed to assess the students' knowledge of the topics studied. Others, on the other hand, will be more specific in order to ascertain the extent to which students have developed and furthered their study of the subject and their ability in critical analysis.

Attending students will be allowed to take an examination regarding the first part of the course in the period following the end of the lessons. The second examination will be during the ordinary exam sessions. Students have to pass the second exam within a year from the first examination. The two parts are, schematically , the following:

Part 1: Highlights of the history of European integration; Theories of European integration and EU institutions.

Part 2: European party system, parliamentary groups, interest and pressure groups, lobbying, civil society, regional and local powers, movements.

If the attending student also chooses the option of a presentation of a specific topic to the class, the results of the two exams will each weigh 1/3 of the full mark in determining the final evaluation. The presentation to the class will account for the remaining third.

If the attending student chooses not to make a presentation of a specific topic to the class, the results of the two exams will each weigh 50 % of the full mark in determining the final evaluation.

Non-attending students (and also attending-students who decide to opt for this solution) will be examined on the complete indicated programme, during one of the ordinary exam session.
